Governor Abbott Issues Executive Orders on Pathway for Reopening Economy

Today, Governor Greg Abbott issued three new Executive Orders outlining a path forward to reopen the Texas economy. The Governor’s Executive Orders include permitting select activities and services to use a “Retail To-Go” model, loosening restrictions on surgeries, reopening state parks with restrictions, and announcing that all public, private and higher education schools will remain closed for the remainder of the 2019-2020 school year. Additionally, the Governor appointed a new “Strike Force to Open Texas” consisting of medical experts and leaders from the private and public sectors to advise the Governor on safely and strategically reopening the economy. The Strike Force will work with the Governor on a phased in strategy for reopening that will be data driven and based on testing and containment of COVID-19. There will be additional announcements on April 27th.

On Thursday, President Donald Trump introduced to state governors a three-phased proposal for reopening businesses. The
“Opening Up America Again” guidelines are designed to aid state and local officials for reopening their economies while adhering to the advice of public health experts and only once a state begins seeing a decline in COVID-19 cases for 14 days. It is important to note that these are proposed guidelines and the decision for reopening will ultimately be at the discretion of each state’s governor.

Paycheck Protection Program Funding Exhausted

The $349 Billion in small business relief funding afforded by the Paycheck Protection Program (PPP) under the CARES Act has now been exhausted. The U.S. Small Business Administration (SBA) announced on Thursday that they are “unable to accept new applications for the Paycheck Protection Program based on available appropriations funding. Similarly, we are unable to enroll new PPP lenders at this time.” The SBA reported on Wednesday evening that over 1.3 million loans had been approved, totaling over $315 billion. Talks are ongoing between Congressional leaders and the U.S. Treasury Department on approving additional funding for the program and developing a fourth stimulus package. We will continue to keep ACEC Texas members updated as new details become available.

ACEC National President Linda Darr Appointed to National Industry Group

On Tuesday, President Trump appointed ACEC National President Linda Darr to the Construction/Labor/Workforce industry group as a part of the Great American Economic Revival Industry Groups. These groups will work together with the White House on a path forward for the health and wealth of our nation. TWDB Flood Mitigation Webinar

The Texas Water Development Board (TWDB) will be offering an opportunity for stakeholders to participate in the TWDB Flood Mitigation Funding and Resources Webinar. The webinar will present an overview of the Flood Infrastructure Fund (FIF) Intended Use Plan and a walk-through of the FIF abridged application. The TWDB has set up a Flood Information Clearinghouse webpage that provides information on flood mitigation funding opportunities for Texas communities.
